Arizona requires that all motorists be covered by auto insurance and, like most other states, it sets liability requirements. Arizona also considers golf carts, motorcycles and mopeds vehicles that require insurance. Drivers must purchase a minimum for ,000 worth of coverage for bodily injury for one person, ,000 for two or more people, and ,000 for property damage.

If a driver allows his coverage to expire or it is canceled, he must immediately pay the premium to get it reinstated or reapply for a new policy. If he feels that his policy was canceled unjustly, he may formally state his case by writing to the state’s Director of Insurance. If he is continually rejected from purchasing insurance because of his prior cancellation, he may purchase coverage through the Arizona Automobile Insurance Plan.

When it comes to automobile accidents, Arizona follows the Tort system. This means that when an accident does occur, someone must be found at fault for the damage. The at-fault driver is held responsible for all injury and damage to any property, including other vehicles. The victims may also sue the at-fault driver for lost wages and pain and suffering.

Auto insurance doesn’t always come cheap in Arizona, but it is not exorbitantly expensive either. On average, Arizonians pay 3 each year for coverage, making it the 14th most expensive state in the nation. The national average is 7.

Arizona also takes drunk driving very seriously. Like other states, it sets a Blood Alcohol Content (BAC) level at .08%. However, it also distinguishes between DUI and “extreme” DUI. A BAC over .15% is considered extreme. Arizona is unique in that it also uses other evidence to prosecute offenders. Authorities may argue that an offender’s ability to operate a vehicle was impaired, even slightly, by his alcohol consumption.

If you are arrested on the charge of DUI your license will be immediately suspended pending a trail.  First and second time offenders can face hefty penalties in Arizona. There is possibility of ten days of jail time, although nine of them may be suspended if the offender agrees to enter into an alcohol treatment program. There is a minimum of 0 in fines with a possibility of even greater surcharges. For second offenses the driver will also have to install an interlock device, at his own expense. An interlock device can detect the presence of alcohol in the driver and will prevent the car from starting. The device will also report the findings to the authorities, resulting in even greater penalties.

For teens, Arizona has instated a zero-tolerance policy when it comes to alcohol. While many other states set the minimum at .02% BAC, Arizona does not allow any detectable trace of alcohol in its minors. The first offense is considered a misdemeanor, but a second offense will be considered a felony. It is also a felony is anyone under the age of 15 is in the vehicle.

To prepare its teens for a long life of safe driving, Arizona has instituted its own version of a Graduated Driver Licensing (GDL) program. At age 15 ½, a teen can apply for graduated instruction permit. The young driver must hold on to the permit for 6 months and complete 30 hours of driving practice, including 10 hours of night driving. The permit is valid for one year. Once the teen has completed these steps, he can apply to take his road test. Upon passing the road test, he is awarded with a Graduated License. If he maintains a clean driving record until the age of 18, he will finally get his unrestricted license with all the rights and privileges of adult drivers.

The Z3 felt sluggish, but then I had just gotten rid of my 240bhp twin entry turbo’d Celica so most cars within my budget were going to be slow.

The build quality of the BMW is second to none. As you climb in to to the drivers seat and close the door there is a ‘thud’ as opposed to a ‘twang’ of a cheap MX-5. German engineering is something else.

Inside the Z3 was fully loaded – powerhood, aircon, traction control, electric windows, seats, 6 CD changer as standard etc. etc.

The bonnet looks like it goes on for miles and miles, and then you look behind you and……. where’s the back end? Getting in to a 2 seater after driving the boat sized GT4 is strange. Reversing was so easy!

The 1.9 Z3 kicks out 140bhp – the same as 1.8 Focus. I was told that rear wheel drive cars are fun to drive – and I agree if they have a bit of poke to match. The Z3 does not have the poke. You can get the back end round, granted, but it is hard work since the initial oomph just isn’t there. If you want to get some back end out action round roundabouts etc then get an MR2 – it is much easier.

Where the 1.9 Z3 wins is on really hot days and busy roads/roads where it is impossible to get over 50mph – such as the north Norfolk coast road. It is a real pleasure to get the hood down, put on some music don the shades and just…. er pose.

The Z3 taught me that driving slow can be pleasurable and that you don’t have to drive flat out every where.

The Z3 feels much faster than it actually is. Being so low down to the ground the feeling of speed is enhanced greatly. The book speed is around 130mph – but there is no way I would want to drive that fast in a 1.9, that is on the assumption that it can actually reach that speed – I am definitely sceptical over that. I had mine up to 110mph on the run what you brung day at Bruntingthorpe testing circuit and I am not scared to admit that I nipped up and lost my bottle.

At that speed the Z3 felt like it was all over the place. The wind from cars going in the other direction blew my car all over the road. At 110mph my Z3 felt like it would not go any faster. so 130mph? I would like to see it.

The reliability of the BMW is, again, second to none. The engine used to purr and never miss a beat. BMW parts are expensive, granted, but nothing major happened to mine, ever. There are loads of non genuine parts around, if you look in the right places, that keeps the price down when parts are required.

The fuel economy is great. I used to get nearly 40 mpg in mine, however, what you get in economy you lose in performance. I know what I would rather have ; )

The Z3 attracted a lot of races, especially in my home town of Norwich. It is amazing how many boy racers in their Saxo VTRs and trevved up Honda Civics felt the need to drag away from every set of traffic lights. It was in these situations that you have to be the bigger man – the 1.9 is not up to the job.

In addition to the boy racers you find the 30 something males in their M3s, Evos etc are also always up for a race. Once again – it is not worth bothering.

The Z3 also attracts a lot of attention and most of it is unwanted. Chavy young girls used to scream at the car as you drive past, other motorists would stare at lights and never let you in at filter lanes or cut you off etc. etc. I would frequently find spit on the wind screen, or Macdonalds milkshake or food items. A favourite in Norwich appears to be jelly sweets which are sucked and then spat out on the bodywork where they would stick.

My Z3 was also vandalised a few times. The wipers were frequently pulled off, I had 2 wing mirrors knocked off and the final straw was when it was screw drivered – all the way from the bonnet to the rear quarter panel with a big scrape in the boot lid for good measure. That was the only reason I got rid of mine.

When I purchased my Z3 a friend of a friend (who was an old man going through a major mid-life crisis) bought a 52 plated 3 litre Z3. This is a totally different animal. There is power by the bucket loads, the handling is much better and it retains the Z3 pose factor. If you want a Z3 then plump for the larger ones. I would have done if I had £15,000+ to spank on a car.

I have mixed feelings over the Z3. I had many good experiences in mine and used to love driving it, however these are clouded by the bad experiences. The last bout of vandalism resulted in a £2,500 insurance claim.

If you own one of these then you definitely need a garage to keep it in, or have off road parking in a quiet village somewhere where these jealous low lifes cannot damage it.

This can also be done on a mail in basis but you will have to send the original certified copy of your marriage certificate in with the documentation. They will return it but it may take a few weeks. I myself prefer simply going in to one of their offices to accomplish this step.

Now that you have completed your license and social security card you can think about other places you should change your information. Consider your utilities and your lease. If you will be moving to a different location you can wait until you move to take these steps thus only making one change.

Don’t forget your car title and your car insurance. Both of these will need to be changed as soon as possible. In the case of the car title many states require a spouses name to be on the title as well as the insurance so find out what your state requires.

Call your credit card companies and ask them what the procedure is for changing your name to your new spouses. They will also ask if you want to add your spouse onto your credit card at this time so make sure to discuss this with your spouse prior to calling them.

Check your passport if you have one. We wouldn’t want to leave this important document out of the loop.

Send out a postcard or simple form letter to friends and family letting them know you have now changed your last name so that they can keep in touch.

Make sure to change your name with the post office also as sometimes they will not forward mail without knowing that you have a new name. You might also want to put in a forward in your new name so that they will make sure you get all of your mail.

Wealthy living is the lifestyle pinnacle that many strive to aspire but few succeed in achieving. The bigger truth, though, is that even more people are content with their income level and style of living, never putting in extra effort to break their fiscal patterns and emerge into a higher-stakes world.

For people who are truly happy with a life outside the spotlight of the rich, this is not a problem at all. However, those who genuinely desire wealth may grow frustrated and desperate as that fail, again and again, to achieve the financial freedom that they envision.

Of this group, it can safely be said to most of them, “You will never be wealthy.” Why is that? What are the reasons? There are a few primary obstacles that the majority will never surpass.

Ambition

Many human beings simply do not want wealth enough to gain it. This may sound crazy; after all, aren’t there millions of people, just in America, that seem to sincerely want to be rich and have money pouring from every source?

The desire may be there, but the realistic aspirations are not: Often, people are under an unrealistic fantasy that becoming rich is easy, or quick, and they give up before the truly begin pursuing it. Although becoming wealthy may be as simple as starting a business, few people have the passion to put 80 hours of work per week into the first few months of getting a start-up off the ground and on its own two legs. Also, others may realize that one potentially rapid route to wealth is trading, whether in stocks or foreign exchange; however, they may also fail to realize the amount of time required to put into research to make trading a worthwhile investment rather than a tragic mistake.

Bad Habits

The term “wealth” seems to intuitively indicate millions upon millions of dollars, but typically a person would be satisfied to “just” get a few more thousands dollars per year, to escape the routine of paycheck-to-paycheck living and simply reduce the anxiety and resultant stress in their life from hardly making enough to get by.

Yet many of these same struggling people will not notice their bad money habits that are leaking hundreds upon hundreds of dollars per year. Do they smoke? If so, they are almost literally burning away loads of cash on a completely unnecessary habit. Do they truly need the most expensive package of cable television and internet connection? Have they negotiated for a better deal on their cell phone bill? How about insurance; have they shopped around for better auto insurance, or packaged their insurances together under one company for significant savings? Are they making car payments when they could purchase a used car in cash and save significantly in the long run? These are important questions. Are all, they should consider: If you think you are so close to being wealthy, yet persist in wasting lots of money, you have no excuse. You are exactly as fiscally responsible as you choose to be.

Creativity and Education

It is a rare blessing to achieve fortune through fame, especially with a one-shot wonder like becoming an overnight YouTube sensation or hitting it big on the New York Times best-seller list with a novel. Yet, these are indeed realities that creative people have taken advantage of.

Some people are not creative, so they lack this tool in their wealth-gaining arsenal. This may seem like a minor issue, but in the business world, creativity is truly an invaluable asset. After all, every new business had a to start with a good idea, and it takes a visionary mind to see, and realize, a lucrative opportunity in the market.

Education can help offset the creativity gap, if someone pursues business-specific training, or even an entire degree altogether. I have found that there is one way to consistently get rock bottom prices on a rental car that exceeds coupon specials and all the other advertised deals out there almost every time.

Most people I know look for what rental cars cost using whatever comparison service they happen to be using when they book their flight and hotel room. This will usually get you a mid-sized car for about a day depending where you live, but it is easy to get cars for much less than this. I have found that the cheapest way to rent a car is to use the name-your-own-price option on comparison sites like Priceline.com or HotWire.com. Using this method, I am usually able to rent a car (mid-sized) for between and a day.

You do have to be willing to give up a little to get these prices. Although all the cars I have rented have come from well established rental car companies, when you use this method you can’t choose the specific rental car company. This is also not the way to go if your plans might change. Part of the reason you are getting the great price is that you are billed right away when your bid has been accepted. Once accepted, you won’t be able to get a refund or cancel / change your reservation.

When making a bid, I always choose the non airport rental car dealers if possible. The price you bid is for the car, not the fees that go along with it, and airports many times carry an extra airport fee making them more expensive.

To continue to save money, check what insurance your credit card covers. Many (but not all) credit cards come with complimentary collision insurance if you pay for the rental car with your credit card. Mine does so I don’t need to add that to the price. Your credit card policy should have a lot of details of what is and isn’t covered (and why it is important that you read and find out exactly what you credit card does and doesn’t cover). For example, my credit card covers collision as long as I rent the car for less than 31 days in a row and the suggested retail value of the car being rented is less than ,000.

In addition, contact your auto insurance to see what it covers. Many will cover liability when you are driving the rental car meaning that there is no need to get any extra insurance (be sure to call and ask specifically what your car insurance policy covers and doesn’t cover when you rent a car). Since I don’t have a car and liability auto insurance for it, I have to choose between getting a non car owner policy from a car insurance company or opt for the rental car liability insurance. I figured out for me that if I rent a car for 20 days or more over a six month period, I come out ahead getting my own liability insurance (with much better coverage) rather than through the rental car company.

I know that many people aren’t in my situation where they don’t have a car, but many people do rent a car on occasion and if you even rent a car once, this little trick can save you hundreds of dollars over what you would pay going through the normal coupon or deal discount methods.

Rescue of Freddy and Sassy Cougars

If only they could speak to us in a language that we understand. Then we might know the horrors they have survived and be more inclined to protect others from enduring their fate.

I’ll share with you what I do know and hope that will inspire you to help these cougars and to do all you can to end the trade in exotic cats.

Back in the 90s, farmers Al and Kathy Abell, decided to start a breeding facility called Cougar Bluff Enterprises. They set up cages in their back yard in Elizabethtown, IL and filled them with a couple of cougars (Freddy & Sassy) a lion cub named Simba, some wolves and wolf hybrids. It was their plan to breed and sell and be surrounded by the kinds of wild animals they loved. The more they saw of what breeders and dealers were doing to animals, like the former owner who had beaten Sassy with a shovel, the more they realized that there was just no good reason to be breeding and selling exotics, so they never bred the big cats.

Having raised Simba the lion from a cub, they may have been complacent about the dangers of such interactions. Simba wasn’t even full grown before killing Al Abel. On that tragic day, Feb. 12, 2004 Kathy Abel came home to find the lion on the front porch of their home, her dog dead in the yard and no sign of her husband.

Sheriff’s deputies arrived on the scene as dark was closing in and the lion was on the edge of the 277,000 ac Shawnee National Forest. Kathy could not locate darts for her dart gun and the deputies were ordered to shoot Simba the lion rather than risk him killing someone in the park. It wasn’t until after Simba, body riddled by bullets, lay dying that Kathy discovered her husband dead on the floor of Simba’s cage. It had only taken one bite to the leg to cause him to bleed to death.

Fast forward six years and on Nov. 8, 2010 Chris Poole, of Big Cat Rescue came across a Facebook post saying that Kathy Abell had killed herself and left two cougars and an array of other domestic pets and farm animals with no one for miles around to care for them. We responded right away that we would come get the two cougars, Freddy and Sassy. It took a long 9 days to get the health certificate and import permit and to wait for Kathy’s family to bury her before we would be allowed to arrive on the scene. Meanwhile, Robin Parks, Field Volunteer for the Mountain Lion Foundation had coordinated with Kathy’s sister Kimberly Rapp and a local rehabber, Bev Shofstall to insure that the cats were being fed and cared for.

Big Cat Rescuers; President, Jamie Veronica Murdock, Operations Manager, Gale Ingham and Chris Poole hit the road on Nov. 17th driving straight through the night to Cave In Rock, IL which was the nearest lodge to the cougars. While en-route, Bev the rehabber emailed asking us to hurry as she wasn’t sure Freddy, the 14 year old and very frail cougar, could make it another day. Rescuers made the trip in record time but arrived well after dark. They coordinated with Kimberly Rapp to pick up the cats at first light on the morning of the 18th.

Time Line of a Mountain Lion Rescue

This is a long shot, but….Late last night I received word that an acquaintance of mine (Kathy Abell) in southern Illinois apparently killed herself sometime last Thursday (11/4/2010). In addition to a number of pets and farm animals, she left behind two elderly cougars.I have known these cats for nearly 10 years. This is the weekend and I’ve been unable to contact any key player out there, but I did notify the USDA inspector from Indiana who occasionally monitors the cats. A family member told me that someone from the Illinois Dept of Natural Resources is trying to care for the cats, but I’ve not yet confirmed this. The sheriff’s office that responded to the scene has been less than helpful as the matter of the care and disposition of the cats is not their concern. I’ll be working the phones hot & heavy tomorrow morning.The USDA inspector has already suggested the cats may have to be put down, and I fully realize there just may not be any other solution. Both cats are fragile and stress easily, and one is terrified of men as he was beaten with a shovel by a man when he was a cub. I’m hoping that I will be given at least a few days to place these cats before someone makes a decision to shoot them.Do any of you know any accredited facility in Illinois or elsewhere in the Midwest that might be able to assume custody???Do any of you know any person in that area who might be able to lend some personal expertise as to the feeding and care of the animals. I’m sure the DNR person, will do her best, but won’t have a clue. Any other ideas??For whatever good it will do, I may be headed out there in the next few days to see if I can help, even if it’s only to ensure the cats are put down humanely. I may know more about the cats than any one else.

Nov. 8: I called Robin Parks and told him we could provide permanent care for the cougars and could come pick them up.

Robin said Bev Shofstall was going out to check on the cats and that she should be the main contact person for those coming in. Bev is a private citizen, not a DNR employee, who operates the Free Again Wildlife Rehab center in Carterville, Illinois. Shofstall has a cougar at her facility and has the basic skills and knowledge to keep the lid on this matter until some better solution can be reached.

Robin described the cats as:

1. Freddy, male, maybe 160 lbs, about 14 yrs old, declawed, the usual joint and arthritis stuff but not bad for his age, easily stressed by noise and strangers, easily managed by the threat of spraying him with a garden hose at one end while offering chicken at the other. He is probably already very stressed by what has happened.

2. Sassy, male, maybe 12, maybe 120 lbs, afraid of men as a result of a son-of-a-bitch beating him with a shovel handle when he was a cub, not bad with women, no real physical probs that I know of.
Nov. 9: Robin reported, “Freddy, the older cat, is not eating so well and is obviously grieved about Kathie not being there. He tends to lose weight kinda quickly when he does this, but usually bounces back ok.” He went on to say, “Kathie’s will passed nearly everything to a son, Neil Evans, by a earlier relationship, and that son (in Indiana or MI @ obit) has passed authority to Kimberly Rapp (sister) to handle all matters regarding property and animals and whatever. I once helped transfer Freddie from one enclosure to another. He didn’t want to cooperate, but gave in when the garden hose came out. It was done without any tranq’ing. Sassy might be a bit more problematic, but my feeling is no darting will be needed with him either. Can’t recall if I mentioned it earlier but…Freddie is declawed, but I think Sassy is still packin’. Both have plenty of teeth.”

The address for the site in Hardin County where the animals are is listed as Rt 2, Elizabethtown, Illinois, near Cave-in-Rock. The site is very close to a tourist area known as “The Garden of the Gods” in Karbers Ridge, Illinois, and is also a mile from a very small camp ground area called “Camp Cadiz”.

Nov. 9: Just so you know what we are up against when we try to rescue a big cat. The exploiters would rather the cats die or go to some backyard jail cell than see us make case after case for why the private possession of these cats should be banned. Robin said 6 people he didn’t know called him with comments that characterized us as “the anti-Christ”, “pagan sacrifices”, “gold digging slut”, and said “her facilities are pig sties”, better the cats be dead than with her, she’s only a “hoarder”, she’s only trying to advance her own personal agenda at the expense of the others trying to help, and worse. He also said he knew BS when he smelled it.

Nov. 10: Robin reports: “Bev Shofstall did visit the cats yesterday. Things are as good as can be expected, but Freddy is not eating, and it’s taking a toll. He appears a bit weaker and all the stress has probably made worse whatever joint/bone/age problems he has. I have seen him go thru this before, so we shouldn’t write him off just yet, but for SURE he’ll need some TLC and handling with kid gloves. Bev brought some very fresh venison for him, but he showed no interest. She will visit the cats again tomorrow (Thursday, the day of the memorial service). Sassy, on the other hand, appears to be doing ok, still has a good appetite, and his usual cranky disposition. He just may not be a problem to transfer at all.”

Nov. 1: Kathy G. Abell, age 56, died at 6:30 p.m. Friday, Nov. 5, 2010, at her residence and was cremated and memorialized today.
